Government announces major changes to special educational system
New individual support plans replace outdated educational frameworks

The government has officially announced sweeping reforms to the special educational needs and disabilities system, aiming to guarantee that every child receives appropriate support early in their academic journey.
The newly proposed legislation, introduced as part of the latest schools white paper, intends to create a simplified, tiered system of assistance across all mainstream educational settings.
A central pillar of the reform is the introduction of a digital Individual Support Plan for every child with additional needs, designed to meticulously record their daily requirements and the specific interventions provided by their school.
While the traditional Education, Health and Care Plans will remain for pupils with the most profound and complex needs, the new system aims to provide rapid, targeted help without the lengthy bureaucratic delays previously experienced.
The government insists these changes will ensure fairness and strong legal protections, empowering parents and teachers to collaborate effectively.
However, the reforms have sparked significant debate, with some advocacy groups expressing cautious optimism about earlier interventions, while others voice deep concerns regarding the funding practicalities and the potential dilution of statutory rights for neurodivergent children.
