In the Philippines, Senator Camille Villar is advocating for legislation to create a more inclusive environment for people with autism and sensory disabilities, framing the issue as a human rights imperative.
Speaking at the "iMvisible" art exhibit in the Philippines, Villar introduced the Safe Sound and Sensory Awareness Month Act, which seeks to designate October as a national month for raising awareness about neurodiversity.
The proposed bill encourages government agencies, schools, and employers to adopt sensory-safe policies, such as implementing quiet rooms, controlling lighting, and using sound-level monitoring devices in public spaces.
It also proposes a symbolic "Quiet Hour" at noon every October.
Villar emphasised that noise acts as an invisible barrier causing pain for many neurodivergent people.
This legislative push follows her collaboration with the Safe Sound Check Initiative and responds to distressing incidents where autistic people faced harassment after reacting to loud noises.
The measure aims to structurally reshape the country's approach to invisible disabilities, ensuring that inclusivity is built into policy and culture.
